Tom Gray

Since leaving the public sector in 2014, Tom has worked with the top firms in the fields of real estate, mobility, data analytics, media, healthcare, non-profit, clean-tech, and more. He is a seasoned strategic advisor and consultant,  an expert in helping his clients enter and succeed in new product deployment and brand elevation. He has extensive experience with politics, government, direct marketing, communications, new customer acquisition, and growth strategy. Tom has worked with companies like IBM, Air Liquide, BYD, Intersection, G4 Capital, Accenture, and Lime. 

Tom held a leadership role at Capalino from 2014-2021, a top New York City Lobbying firm in New York City where he built, and lead the business strategy practice group before leaving to serve clients in San Fransisco, New York City, and Washington D.C.

From 2011 to 2013, Tom Gray served as the Executive Director of the Greenwich Village Chelsea Chamber of Commerce. During his time with the Chamber, he was credited with leading the team that revived the sixty-five-year-old organization. While running the premier business organization in the heart of Silicon Alley, he worked hand-and-hand with companies like Google, Foursquare, Tesla, and other technology firms to promote their missions and achieve success in New York City. Tom also helped give a voice to the business community and shape important public economic development projects like NYU 2031, The Chelsea Market Expansion, and the revitalization of the St. Vincent’s campus.

Before leading the Chamber, Tom served as Director of Land Use and Economic Policy for Public Advocate Bill de Blasio from 2009-2011 and District Director for Council Member Bill de Blasio from 2005 to 2009. During that time Tom specialized in community relations, land use, housing, and economic development. Throughout his career, he has also been involved in numerous state, federal, and local elections.

Tom holds a bachelor’s degree in Justice Studies from Kent State University and was a member of the United States Coast Guard Port Security Unit 309 from 2000 to 2008. He is a veteran of Operation Iraqi Freedom. He is a graduate of the Coro Leadership program and has completed the Sandler sales training program.

David Kirks

David is an accomplished executive with domestic and international experience in public safety,  security, technology management and delivery, and risk management. He is a results-oriented,  decisive leader with proven success in developing and delivering customer-centric products  that achieve the goals of the business. He has extensive experience in large scale systems  integration, B2B solutions and SOA platforms, technology management and delivery, and risk  management. 

David believes that business success comes from aligning a company’s vision, goals, and  supporting objectives with the daily tasks being performed at all levels of the organization.  Senior management must establish KPIs that link to company goals and metrics that can be  shared which shows progress toward achieving them. This allows everyone in the organization  to see how their actions impact the overall objectives of the company. 

David previously served as Digitalware’s EVP, Customer Success. His roles before coming to the  company include Deputy Commissioner, Business Solutions Delivery and Associate  Commissioner and Director of the Emergency Communications Transformation Program with  the New York City Government; CEO and GM of ATS Group; COO at AGT International Zurich; COO Urban Security Division, 4-D Security Solutions, SVP/Change Management Executive with  the Bank of America; Director, Project Management Office at Bloomberg, LP; VP/Engineering at  Valaran Corporation; VP/Technology Development at Mirronex Technologies, and Director of  Information Systems at Sterling Software. He is also a retired Lieutenant Colonel in the Army  Acquisition Corps. 

In his positions with the City of New York, he restarted the city’s Emergency Communications  Transformation Program, a $2B initiative to modernize the emergency 911 call-taking and  dispatch operations for the NYPD and FDNY, providing full redundancy across two centers. As  CEO/GM of the ATS Group in Abu Dhabi, David oversaw the deployment of a $6B Safe City  initiative that included 6,000 cameras and sensors, facial recognition technology, and a private  network that supported the police department and Ministry of the Interior as well as the  Critical National Infrastructure Agency. As an Army Lieutenant Colonel, he led in the definition  and execution of short and long-term technology strategies for critical Command and Control  systems at the Army and National levels. 

David earned his MS in Industrial and Systems Engineering from the University of Florida, a BA  in Political Science from Virginia Tech, and Executive Program Management Certification from  the U.S. Department of Defense Systems Management College. He achieved a Six Sigma Black  Belt for his work implementing the Agile model at the Bank of America.

Jovan G. Agee

Jovan Agee has nearly 20 years of experience in lobbying, political campaigns, community development, business development, real estate development, procurement, and fundraising. Jovan’s expertise has positioned him as a highly sought-after strategist and business architect. His skills and passions have helped to grow organizations, businesses, and communities through government and public affairs.

A consummate strategist, Jovan has been retained by many prominent individuals and organizations to help them create goals, strategies, and tactics to realize their visions. Additionally, he was involved in over 100 elections and boasts a win rate for both races and propositions of over 75%. Jovan has also been instrumental in raising over $3 million for political action committees that he either created from the ground-up or hired to bolster. Most recently, Jovan served as Deputy Treasurer for California. He developed a strategy to allocate over $8 billion in tax-exempt private activity bonds and $1 billion in Low-Income Housing Tax Credits to spur affordable housing and economic development in California.

When it comes to community relations and development, Jovan exemplifies mastery. His ability to resonate and attract people regardless of race, religion, gender, party affiliation or socioeconomic status serves him well. There aren’t many places in California Jovan can go where he is not known. He is a true connector that holds relationships with grass-top and grassroot leaders. Jovan has a track record of developing coalitions and garnering support for efforts that consist of individuals and organizations that ordinarily would not work together if it were not for his ability to find their common thread.

Today, his focus is on growing his client base for Agee Global Solutions, a strategic public affairs and real estate development company. His other focus areas include building the membership base and increasing the number of monthly recurring contributors to ImPAC California. ImPAC California is a Political Action Committee (PAC) and Think Tank with a mission to advance a policy agenda focused on improving Black Californians’ economic outcomes. The PAC focuses on employment, government contracting and wealth creation, recruiting and supporting candidates for office who are aligned with the PACS’s agenda and holding government officials accountable to the PAC’s agenda.

Jovan Agee earned his B.A. degree in Government from Sacramento State and currently resides in the City of Sacramento, where he is the father of four beautiful children. In his personal time, he enjoys barbecuing, bowling, playing chess, and reading. He remains active in the community and passionate about sharing his knowledge and skills to influence a new generation of civically engaged leaders.
